I am wondering if all these un-indexed journals are going to get used. It's hard enough to get students and (sometimes faculty) to look at journals beyond Westlaw and JLR, but if they're not indexed in the big legal periodical indexes, will anyone ever use them?
Our library usually purchases journals indexed by the Index to Foreign Legal Periodicals (IFLP). But I have discovered that waiting for the IFLP to index something before subscribing to it can lead to having incomplete holdings later on. For some of these journal titles, it's hard to fill in back files.
So sometimes, if the title looks like it will be of research interest, it's worth it to subscribe right away. If the un-indexed journal gets cited by anyone, it'll get used. For instance, if referenced in SSRN/LSN or bepress or a blog or a journal article.
